Take a medium bowl and whisk together lime juice, garlic, cilantro leaves, chili powder, olive oil, salt and black pepper. Pour these mixed ingredients into large zip lock bag. Add the shrimps in same zip lock bag. Seal the bag and toss the shrimps to coat them well with marinade ingredients. Place it in the fridge and marinade it for at least 15 minutes or up to over night.
After you get the shrimp in the fridge, prepare the poblano. For preparing the poblano cook them on the grill for about 5 minutes over high heat, turning them throughout for ensuring that they are cooked well. When the poblano are charred and blistered, remove them from the grill and run them under cold water for about 15 minutes. Pat dry with help of paper towel or some other cloth and peel off the outer skin. This step need no perfection so peel off most of the skin that comes out easily.
Chop the top of the pepper off and discard the stem and remove the seeds. Dice the poblanos. Add these diced poblanos and other sauce ingredients in blender or food processor. Pulse these ingredients until it becomes smooth. Cover and chill until ready to use.
